Europe breathed a deep collective sigh of relief on Monday, as the crisis caused by the presentation of a new 28-article proposal for ending the war appeared – momentarily – to have been contained. A senior US official spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Moscow made its countermove: an extensive attack of missile and drone strikes on Kyiv.
The Cycle of Peace Talks and Military Action
The chain of opposing developments captured the bleak nature of the recent timeframe. By day, diplomatic battles are conducted: positive announcements are issued from different nations. Immense energy is allocated on managing certain initiatives. By night, Moscow clearly shows the world that, for them, conflict continues to be the primary tool for achieving "settlement".
After-Dark Attacks
As military strikes developed into the early hours of Tuesday, the present situation of Ukraine's exposure was exposed. Ukraine is capable of detecting projectile deployments from Russian territory, a capability enabled by timely intelligence. From witness perspectives, Ukrainian air force fighter jets that had been deployed to intercept incoming cruise missiles flew past – modern combat jets delivered to Ukraine by Western partners.
Shortly after, Kyiv's anti-aircraft weapons engaged: several firings deployed against a Russian ballistic missile. This was a advanced protection mechanism at work, presumably provided by partner states. Every launch jolts you unexpectedly, shaking the windows. The moment of terror quickly becomes grim resignation: maybe the approaching threat won't hit its mark this time, sparing the city from ruin and another blackout.
Persistent Threats
Soon after, a heavy machine gun opened up on a aerial vehicle somewhere nearby, part of a mobile-fire group – almost certainly allied-provided weaponry. Unfortunately, the shots failed to hit the hostile drone – it continued its flight toward its target.
Intermittently, this continued until dawn. Kyiv greeted the morning news: multiple fatalities, damage and utility failures in many homes as a result of the night's assault. As typically, everyone still continued their routines – experiencing conflict. But those full day illustrated Ukraine's vital need on international aid – a reliance that neighboring countries are clearly incapable to fill in the near term.
Ineffective Peace Efforts
The detailed framework from US administration provoked deep reactions, controversy and deep concern – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after prior negotiation attempts and multilateral gatherings.
Every new proposal from Washington unfolds according to the identical sequence: a political offensive against Ukraine, which Kyiv, with partner nations, manages to fend off. They manage the tension but never actually achieve victory. This pattern will, undoubtedly, persist.
Political Considerations
It is tempting to accuse certain parties of consistently pushing Kremlin's demands. But that does not seem to be the complete picture. Washington operates on a principle familiar among seasoned negotiators: you cannot achieve through diplomacy what you have been unable to protect through force. The US administration believes that it is impossible to pressure the Kremlin to relinquish the land that it already controls in Ukraine's south or east.
The problem is that while recognising this factual reality, American administration does minimal to discourage Russia, through diplomacy or military means, from believing that the situation will not shift further in its benefit in the months ahead.
Divergent Views
Therefore, Russian leadership is convinced that time is on his side – that Ukraine and its allies are coming close to fatigue. Their reason to agree to terms that does not give them the greatest potential benefit is almost completely absent. There may be many attempts to end hostilities, but they will carry on as long as Russia's leadership remains highly assured in the result.
On the contrary, Kyiv believes that Ukraine can still hold out, gradually sacrificing civilians and areas but averting a complete military breakdown until situations evolve in its benefit.
Existing Situation
Realistically, there are no genuine requirements for a truce. Now, personal considerations are entering the equation: leadership ambitions to negotiate peace and achieve global acclaim, and the government's double obstacles – on one hand, not to alienate a key ally, and on the other, to unite the population around the national cause against any initiative Kyiv finds unworkable, so that their attention does not switch to homefront challenges. And although their task will now be significantly challenging after current events, it remains very improbable that this will alter their fundamental strategy.
These opposing factors are driving the talks.
Assessment and Future
It took a only one week to terminate the suggested clauses of the latest plan. Assertive and inconsistent approach of the matter by Washington, resistance by Ukraine and the other European countries, along with soothing efforts of diplomats, and finally, current information leaks, all achieved their purpose.
While new proposals based on established approaches are forthcoming, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to counter political attacks from Washington that are based on Russian demands and reflect certain reluctance to alter the situation, if they stand together and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the coming months, mainly require ongoing international assistance.
